: (1) The functions, duties and powers of the National Dalit Commission shall be as follows:-
(a) To study and investigate the overall situation of the Dalit community and identify the policy, legal and institutional reforms to be done in this regard and recommend to the Government of Nepal,
(b) To end caste untouchability, oppression and discrimination, for the upliftment and development of Dalits, to formulate national policies and programs related to Dalit interests and submit them to the Government of Nepal for implementation,
(c) To monitor whether or not the laws related to Dalit interests, including special arrangements for the upliftment and welfare of the Dalit community, have been effectively followed, and if not, give suggestions to the Government of Nepal for compliance or implementation. (d) To give suggestions to the Government of Nepal regarding the preparation of the report to be sent by Nepal in accordance with the provisions in the international treaty or agreement to which Nepal is a party related to the rights of the Dalit community,
(e) To review, monitor and evaluate the existing policies and programs to integrate the Dalit community into the mainstream of national development and to ensure proportional participation in all parts of the state and recommend to the Government of Nepal for its effective implementation,
(f) If there is a need to file a case against any person or organization that has suffered from caste discrimination and untouchability or social injustice or has been deprived of the rights of Dalits, the relevant agency may file a case in court if there is a need to file a case in accordance with the law. (2) The National Dalit Commission may delegate any of its functions, duties and powers to the Chairman of the Commission, any member or any employee of the Government of Nepal, subject to the prescribed conditions.
(3) Other functions, duties, rights and other provisions of the National Dalit Commission shall be in accordance with the federal law.
